Tibetans and Nepalese have a long tradition with metal work. Antiques today were once new and either made in workshops in the monastery by importing the metal, much as they have imported dyes and other necessary raw goods to produce beautiful items. Because Nepalese were very skilled artisans producing art for India for centuries, many items found in Tibet were actually made in Nepal. A close up this is. I do not think this is a stamp. All the characters are different. These heads are similar to the heads that are seen in thangkas around the demons waist.
